FISHING RULES FOR CENTRAL ZONE TOURNAMENTS

SEASON 2010 / 2011

1. The Zonal Chairman, who represents N.S.W.G.F.A., organises Central Zone (CZ) Tournaments on behalf of the Zone’s registered Clubs.  Tournaments are open to all financial members of CZ Clubs, which are currently -

Central Coast Game Fishing Club

Broken Bay Game Fishing Club

Sydney Game Fishing Club

Botany Bay Game Fishing Club

Port Hacking Game Fishing Club

Wollongong Game Fishing Club

Any future clubs that are accepted within the Zone can participate.

1.1 Zonal Waters

 

Central Zone Waters are the coastal waters within the bounded areas by 32.50 000S (Grid ref “Bravo”) in the north and 35.15.000S in the south (Grid ref “Zulu South 4”). The eastern boundary will vary with the host club’s relevant eastern boundary.

 

Each round of the Central Zone Tournament will be fished within the prescribed waters of the host Club. Area’s within CZ waters overall, but outside the host club’s waters, are therefore OUT-OF-BOUNDS for that particular round of competition.

 

It is not compulsory for boats fishing the Central Zone Tournament to enter the Host Club’s Tournament, but they are encouraged to do so.

1.2 Boat Registration

 

a.       All Boats wishing to fish the Central Zone Competition must be registered with their respective clubs and comply with their Club Safety Rules. Each Club must provide the Central Zone Chairman if requested with a copy of the Current Club or Central Zone Boat Registration Form for any boats intending to fish in the Central Zone. This form must provide all other information relating to Safety, Radios and information that may be of use for safety purposes. No boat shall participate in any Zone event without compliant requirements.

b.      Central Zone requires that each competing vessel have Public Liability Insurance with a minimum cover of $5 Million.  Details of the current insurance cover must be included on the Boat Safety form.  No vessel will be eligible without this information being completed.

 

1.3 Event Registration

Club Secretaries must advise the Central Zone Chairman of the name of Boats competing and the number of anglers attending dinner on the 1st night of the tournament by 7.30pm on the Wednesday before the Tournament

The Zone Chairman will advise the Host Club of arrangements to be made for berthing, food and all other facilities required. All entries after 7.30pm on the cut off day will be considered a Late Entry’ and will attract an Additional fee of $20.00.  NO entries will be accepted after 7.30pm on the evening preceding the event.

1.4 Entry Fee / Boat Registration

The entry fees are $25.00 per boat for each weekend/event and must be presented to the Zonal Chairman (or their delegated representative) on the 1st Night of the event. Alternatively an Annual Fee of $100.00 can be paid. It will still be necessary for Skippers to enter their Boat for every round of the Central Zone Tournament, through their Club Secretary whether they have paid in advance or not.  Note: No refund will be paid for a boat paying an annual fee that misses any round of the competition.

 

A Registration Sheet provided by the Zonal Chairman will list the participating boats in each Club. Two competing anglers from each boat must sign this Registration Sheet on the 1st night of the tournament. If the book is not signed, no points will be eligible for the Boat or Club (unless there are extenuating circumstances, such as being “still fighting”, in which case the Boat will be deemed eligible at the Zonal Chairman’s discretion, and subject to proper payment of the relevant daily fee).  In the event of the Zonal Chairman’s absence when competitors are present at the host club and wish to sign the attendance book, then the host club President (or their representative) shall have the competitors sign their details on a sheet of paper, and provide that to the Zonal Chairman on arrival.

 

If a Club advises the Central Zone Chairman that a boat is registered and the boat does not participate in the event, the Club must still pay the Fee and payment must be remitted on the evening of the event.

1.5 1st Night Meal

The Host Club may provide a meal on the 1st Night at a Maximum Charge of $20.00 per head. If the host club has an alternative catering arrangements they can make this available to participating anglers. Anglers are requested to participate in the evening meal if provided by the Host Club.

 

1.6 Zonal Committee

In the event of any disputes, protests, misconduct etc. the Zonal Committee will consist of the Club Presidents (or their representatives) under the Chairmanship of the Central Zone Chairman. Should the Central Zone Chairman be unavailable then the Host Club President shall Chair the Meeting. If a meeting is required at least 3 clubs plus the chairman are to be present. If a rule relating to competition is not specifically covered under the Central Zone Rules then the Tournament rules of the host club will apply to all boats and Anglers whether entered in the host Club’s tournament or not.

1.6a Conduct

It is the expectation that all participants will conduct themselves in a responsible and courteous manner to the Tournament Officials, other Competitors and the general public at all times during a tournament.

 

Penalties for misconduct may include loss of points or disqualification from a Central Zone tournament round or other penalties that may be determined by the Zonal Committee

1.7 Bad Weather

To avoid taking unnecessary risks in the event of bad weather, the Host Club

Tournament Committee will decide whether the day will be a Tournament Day or not. Skippers should establish contact with the Tournament Committee if they consider the event will not or may not proceed.

 

In the event of the Weather Bureau issuing a weather report which is a “Gale Warning” or a higher category of warning affecting a particular day of the Tournament then the Host Club will automatically cancel that day’s fishing. If a “Gale Warning” or higher category of warning is issued after the commencement of fishing only those fish captured or tagged at the time fishing is cancelled or prior will count towards pointscore. Any fish still being played which is subsequently captured or tagged will not count towards the Club, Boat or Angler’s pointscore for Central Zone or the Saturday night awards.  On the issuing of a “Gale Warning” or “higher category of warning” all Boats should immediately return to Port.

 

It is the responsibility of every boat owner/skipper to be aware of the sea conditions and decide if these conditions are safe to operate in. The Zone Chairman, N.S.W.G.F.A or the Host Club shall in no way be responsible for any loss or damage, or injury occasioned by the vessel putting to sea or remaining at sea in conditions the vessel cannot operate safely in.

1.8 Ineligible Boats

The Host Club, or Central Zone Chairman, will advise via 2meg Channel 2284, the VHF Channel as nominated by the host Club and Channel 27.940 Radio on the Sunday, and any participating boats not eligible to score points; i.e. non attendance or Register not signed by two crew members of the participating Boat at the Saturday Evening Meal / BBQ.

1.9 Communications

Communications will be conducted on 2Meg Channel 2284, 27Meg Channel 27.940 or the VHF Channel as nominated by the host Club. It is the Host Club’s responsibility to provide 2 Meg and 27 Meg or VHF relay to Game Fish Base. Participating Boats must inform the Host Club on what radio frequency they will be using before the event. In the event of a vessel not answering two consecutive radio schedules, the Host Club MUST proceed with “Missing Vessel Report”, as per current N.S.W.G.F.A regulations.

2. ANGLING RULES

Shall be per G.F.A.A and N.S.W.G.F.A Rules as published in each Association’s Rule Book as current at the date of the Tournament Event.

2.1 Point Score

a. Capture                          As per N.S.W.G.F.A Rules

b. Tag & Release                As per N.S.W.G.F.A Rules

c. Minimum Weights           As per N.S.W.G.F.A Rules

2.2 Weighing of Fish

a. Fish captured on Saturday must be weighed at the Host Club Weigh Station and will only be accepted when bought to the station by boat. Fish or Tag cards may NOT be delivered by any other means i.e. by road etc.  In extreme circumstances only the Zonal Committee as defined in rule 1.6, may consider an alternative method of delivery of the Tag Card.(eg. marina closure due to weather conditions)

b. Fish caught on Sunday may be weighed at the competing boat’s homeport. Details must be reported to the Central Zone Chairman as per rule 2.3b.

2.3 Recording of Tag & Release

a. Tag & Release cards for Saturday/1st Tournament Day must be accompanied by a Capture Certificate and be presented to the Weigh Master of the Host Club. NB: Tag & Release Cards will only be accepted from boats subject to Rule 2.2a.

b. Tag & Release results for Sunday or 2nd day of the tournament must be communicated to the Central Zone Chairman by respective Club Secretaries/Fishing Co-ordinator by Facsimile, Mail or Email  (TELEPHONE CALLS WILL NOT BE ACCEPTED) BY 4.30PM ON THE THURSDAY or 4th DAY FOLLOWING THE TOURNAMENT. Tournament results that are NOT received by 4.30p.m on that day WILL NOT BE COUNTED.

c. All Tag & Release cards or accompanying Capture Certificates must clearly show the TIME the fish was Tagged & Released. Tag & Release cards not showing the time of release will be deemed to be caught at the cut off time at the weigh station for the last for the day of the tournament in the case of a count back.

d. Tag Cards must clearly show the line class use to catch the fish.  If no line class is nominated on the Tag Card it will deemed to be caught on 60kg.

2.4 Recording of Captures

a. All Capture Certificates for Saturday must be presented to the Central Zone Chairman or his nominated representative at the Host Club via the Weigh master.

Capture results for Sunday or the last day of the tournament must be communicated to the Central Zone Chairman as for Tag & Release Rule 2.3b

b. All Capture Certificates must clearly show THE TIME of Capture. PLEASE NOTE:

Strict adherence to Rules 2.3b and 2.4b will allow the Central Zone Chairman to have complete results of the Tournament back to Club Secretaries within seven (7) days

2.5 Radio Schedules

Will be conducted by the Host Club according to NSWGFA regulations.

3.1 Fishing Times

Each round of the Central Zone Tournament will be fished as per the Host Club’s tournament times. The Radio Base Boat will remind everyone of times on the first two radio skeds.

 

3.2 Saturday/1st Night Awards

Only Capture and Tag and Release results recorded by 8.00pm on the 1st night of the tournament round will be eligible for a Sponsor’s contribution for the highest point scoring BOAT in both Capture and Tag & Release, and a bottle of Spirits for the winning SENIOR ANGLER in both Capture & T&R, in respect of the first day’s results. A daily prize will also be awarded to the Champion Junior Angler in both T&R and Capture.  In the event of a tie, a ‘Count Back’ will decide the winner.

 

3.3 Trophies

The following list of Trophies will be presented at the Annual Central Zone Dinner to be arranged by the Central Zone Chairman.

Points for Captures by Honorary Members will be counted as Boat Points only and will not qualify for Angler Trophies.  The angler must be a financial member of a Central Zone Club to qualify for angler trophies

A junior angler becomes a senior angler on his/her 16th birthday.

CHAMPION CLUB & RUNNER UP to be decided by adding together the scores of the top five boats only from each Club. The scores for the top five boats will not be cumulative from one competition weekend to another, but the top five boats on each weekend will qualify. This applied to both Capture and Tag & Release.

4.2 Central Zone Administration

 

Clubs within the Central Zone may approach the Zonal Chairman for assistance with regard to N.S.W.G.F.A matters and any matter that may consolidate the Members and Associations relationship. Clubs may have special projects that the Zone can financially contribute to. It is the Zonal Chairman’s responsibility to administrate the Zone in all aspects with regard to the Zone Clubs’ requirements, taking into consideration financial and governing regulations.
